2026 HK Extension of Stay: Which Schemes Must Apply Online? ID 91
If you hold Hong Kong status under the Top Talent Pass Scheme (TTPS), the Quality Migrant Admission Scheme (QMAS) or the General Employment Policy (GEP), your extension of stay goes through the Immigration Department's online application system. According to the Immigration Department's official page for Form ID 91 (Application for Extension of Stay), as of the October 2026 version of that page, applicants admitted under eight named schemes — plus every person staying in Hong Kong as a dependant — must submit through the online system and upload all supporting documents. The page carries a supplementary note dated 28 September 2026.
Which schemes must use the online system?
The rule on the ID 91 page is a channel rule, not a separate visa category. It names the admission schemes whose holders must file electronically:
| Scheme | Name on the page | Channel required |
|---|---|---|
| General Employment Policy (GEP) | 一般就業政策 | Online system, all documents uploaded |
| Admission Scheme for Mainland Talents and Professionals (ASMTP) | 輸入內地人才計劃 | Online system, all documents uploaded |
| Technology Talent Admission Scheme (TechTAS) | 科技人才入境計劃 | Online system, all documents uploaded |
| Immigration Arrangements for Non-local Graduates (IANG) | 非本地畢業生留港/回港就業安排 | Online system, all documents uploaded |
| Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents | 輸入中國籍香港永久性居民第二代計劃 | Online system, all documents uploaded |
| Top Talent Pass Scheme (TTPS) | 高端人才通行證計劃 | Online system, all documents uploaded |
| Quality Migrant Admission Scheme (QMAS) | 優秀人才入境計劃 | Online system, all documents uploaded |
| Capital Investment Entrant Scheme (CIES) | 資本投資者入境計劃 | Online system, all documents uploaded |
| Dependants | 所有以受養人身份在港逗留的人士 | Online system, all documents uploaded |
What does this mean for TTPS, QMAS and GEP holders?
The obligation has two parts: the application itself, and every supporting document. The page states that these applicants must submit through the online system and upload all supporting documents, so a partial upload or a paper attachment sent separately is not the route described.
For internationally mobile families, the dependant line matters as much as the main applicant's scheme. A spouse or child staying in Hong Kong as your dependant falls under the same online requirement, regardless of which scheme you were admitted under.
Is the Capital Investment Entrant Scheme included?
Yes. CIES appears on the same list as TTPS and QMAS, so investors extending their stay under that scheme use the online channel on the same terms as the talent schemes.
Do you still need Form ID 91?
The form still exists as the application document. The ID 91 page offers it as a downloadable PDF in Chinese and English, running to 10 pages with a file size of 1.66 MB. What has changed for the schemes above is where the completed application goes: through the online application system rather than a counter or a letterbox.
Can you submit by post, fax or in person?
Not for these schemes. The page states plainly that no postal application service is provided, and that fax is not applicable.
The in-person channel described on the page covers other categories, not the schemes listed above:
- Mainland students: 6/F, Immigration Department Headquarters Administration Building, 61 Po Yap Road, Tseung Kwan O, New Territories (Quality Migrants and Mainland Residents Section).
- Non-mainland students, and visitors who are mainland residents: 5/F of the same building (Extension of Stay Section).
- Visitors other than mainland residents: 5/F of the same building, or any Immigration Department district office — Lam Tin, Tsim Sha Tsui, Sha Tin, Fo Tan, Tuen Mun or Yuen Long.
If you are in Hong Kong under one of the eight schemes, or as a dependant, none of these counters is your filing route.
How to file, step by step
- Identify the scheme under which your current stay was granted.
- Check that scheme against the list on the ID 91 page.
- Gather your supporting documents in electronic form.
- Open the online application system for extension of stay by other non-permanent residents.
- Complete the application in the system.
- Upload all supporting documents with the application.
- Do not post a paper copy; the page states that no postal service exists.
What the ID 91 page does not cover
The page sets out the form and the submission channel. It does not set out processing times, government fees, quotas, success rates or a checklist of documents, and this article does not supply any of those figures. Treat it as general information about published channel rules rather than advice on an individual case; for your own circumstances, rely on the Immigration Department's latest published information or a qualified professional.
Frequently Asked Questions
Does the Top Talent Pass Scheme require an online extension application in 2026?
Yes. The Immigration Department's ID 91 page, as of its October 2026 version, lists the Top Talent Pass Scheme among the schemes whose holders must submit extension-of-stay applications through the online system. The same page states that all supporting documents must be uploaded with the application.
Do dependants have to apply online as well?
Yes. The page covers all persons staying in Hong Kong as dependants, separately from the eight named admission schemes. A dependant's extension follows the online route even though the sponsor's scheme is what brought the family to Hong Kong.
Can I mail a paper Form ID 91 instead?
No. The page states that no postal application service is provided for this form. Fax is also listed as not applicable, so the online system is the filing route for the schemes named on the page.
Is the Quality Migrant Admission Scheme on the mandatory online list?
Yes, QMAS is named alongside the General Employment Policy, ASMTP, TechTAS, IANG, the Second Generation scheme, TTPS and the Capital Investment Entrant Scheme. QMAS holders extending their stay file online and upload their supporting documents.
Where can I submit in person if my category is not on the list?
The in-person addresses on the page serve mainland students, non-mainland students and visitors. Mainland students go to 6/F and the others to 5/F of the Immigration Department Headquarters Administration Building at 61 Po Yap Road, Tseung Kwan O; visitors other than mainland residents may also use any district office.
Does the ID 91 page list the supporting documents or the fee?
No. The page requires that all supporting documents be uploaded but does not itemise them, and it does not state a fee. Check the Immigration Department's current published information for the document list and any charge that applies.
Is the online rule tied to the form or to the scheme?
It is tied to the applicant's route of admission. Form ID 91 is the application form for extension of stay generally, but the online requirement applies to holders of the eight named schemes and to dependants, while students and visitors are given counter addresses instead.
